Step one: First off, you need to launch the App Store from your home screen and then hit your profile picture located at the top right corner of the screen to proceed (Note that you need to sign in to your iCloud account on your iOS devices before moving ahead)
Step two: From the Account page, you need to tap on Purchased. Here, you will be presented with the list of all your purchased apps on your iPhone and iPad. If you want to access all the purchased apps that are not on your iOS devices, hit Not on This iPhone section.
